How will F- be the most reactive nuclephile in polar aprotic solvent

Fluoride is a strong nucleophile in polar aprotic solvent due to two reasons
1) High electron density on F- due to a very small size.
2) Less interaction in polar aprotic solvents due to bulky groups around the positive charge which is on carbon atom bonded to EN atom.
