Chair conformation with no substitution on axial position is most stable form of chair conformation.However if groups present on axial position are able to make H bonding  then it can also stabilize the conformation.
In our question of chair conformation -most stable is the one with all equatorial conformation is the most stable form.Now pick up the right answer...
