In formic acid resonating structures, carbon oxygen bonds are not identical.In the hybrid structure we can see one oxygen bonded to H and other is without H ,that is the reason we have to different types of bond lengths

In case of formate ion carbon oxygen bonds are exact same type in the resonance hybrid
So we have identical bond lines in formate ion
