formal charge question

I got this wrong while doing a quiz. I think I drew the structures incorrectly, can I get some guidance as to how I should properly do this?

In ClO2 - each oxygen carries 2 negativ charges, so the equation is

-1= 2*(-2) + (Cl) => Cl = +3

For ClO3- the same calculation gives + 5

-1= 3*(-2) + (Cl) => Cl = +5

Formal Charge = Valence electrons - [ electrons used in bonding + electrons used as lone pairs]
FC = VE - # of bonds - 2*LP

If the Lewis dot structures are like this
