lewis dot structure

I am confused on how to arrange the elements in the Lewis Dot structure, P2Cl2. Would Cl's be the central atoms bonded to each other, since they are more electronegative than Phosphorus?

2 chlorine bonded to phosphorous. Like PCl2. Two of these are bond3d between the two phosphorous. Cl2P- PCl2

As a rule central atom must be less electronegative so P must be the central atom and chlorine as the terminal. Now Chlorine when not the central atom will  make only single bonds with 3 lone pairs. Follow all rules correctly to draw the structure correctly.
